Mr. Richter was born on May 21, 1960
in Saginaw, Michigan. Mr. Richter was admitted to the Michigan
Bar in 1986 and thereafter admitted to the U.S. District Court,
Eastern District of Michigan, the U.S. Claims Court, and the
U.S. Court of Appeals.
Education: University of Detroit School of Law (J.D.
1985); Central Michigan University (B.S. Accounting 1982);
Sigma Iota Epsilon; Delta Theta Phi.
Member: State Bar of Michigan; American Bar Association
(Public Contract Law Section) and the Michigan Chapter of
the Associated General Contractors.
Experience: Prior to practicing law in 1986, Mr. Richter
was employed by J. R. Heineman & Sons, Inc., a general
contractor, based in Saginaw, Michigan. Mr. Richter's legal
experience includes negotiation, litigation and arbitration
of a variety of real estate, corporate and construction claims
and disputes, representing owners, general contractors, architects,
engineers, subcontractors, surety companies, and suppliers.
Mr. Richter is an active member in both the AIA/AGC and Affiliate/Associate
Committees of the Michigan Associated General Contractors.
Further, Mr. Richter has spoken at seminars before the local
surety association, the American Subcontractors Association,
and the Associated General Contractors. Mr. Richter has authored
articles for and is the editor of a publication entitled Construction
Industry Guide to Michigan Construction Law published by the
Michigan Chapter Associated General Contractors.
